Hi, 

gjdoc use ISO-8859-1 for HTML translation. However it's problem for i18n.

gjdoc$ grep 8859 src/resources/doctranslets/html/*
src/resources/doctranslets/html/classdoc.xsl:    encoding="iso-8859-1"
src/resources/doctranslets/html/index.xsl:    encoding="ISO-8859-1"
src/resources/doctranslets/html/index_noframes.xsl:    encoding="iso-8859-1"
src/resources/doctranslets/html/packagedoc.xsl:<?xml version="1.0" encoding="iso-8859-1"?>

Above code support only en_US code. They should be 'utf-8' for all
laungage. Could you fix it?
