Bug#263881: missing dependency on logrotate component?

I had a failed tomcat4 upgrade on a machine (which has been changed a
lot since the problem, so I am not using reportbug).

When I found out that tomcat was just 4.0.4 in testing, I added unstable
sources and took tomcat4 from there (4.1.30).

It pulled tomcat4, but it failed startin: it had an error about
logrotate2 missing. 

Looking at the init script it looks like it searches for logrotate then
logrotate2. None were on my system.

I solved the problem by downloading apache2 (yea ugly) and making it not
start as a daemon (yea really ugly).

So there's probably a missing dependency in tomcat4 unstable package.
