Bug#233648: libcommons-dbcp-java: Package depends on kaffe exclusively as VM

Version 1.0-3 removes VM choice. This prevents people from installing
things like Tomcat4 when they want to use the Sun Microsystems JVM even
when dummy packages are installed.

Ie. It REQUIRES kaffe as opposed to having the "or" operator
