libcommons-dbcp dependency on kaffe

This is the package from unstable as of Thursday 19th February.

I would have thought a dependency on java2-runtime or something would be
better.  I'm trying to use Sun's Java and I had to break the system
somewhat (manually removing /usr/bin/java etc) to make sure that I
couldn't be using kaffe by accident.

I would be looking at the BTS but I'm offline at the time of this
writing.
