I don't think this should be changed. I've switched all my architecture 
independent packages from Build-Depends-Indep to Build-Depends with the 
latest changes to Debian Policy 3.6.1: Policy section 7.6 now states 
that only Build-Depends must be satisfied during "clean" target is 
invoked. Since all the packages are using CDBS and debhelper (and 
sometimes even Ant) in the clean target it was suggested by -policy to 
change Build-Depends-Indep to Build-Depends for architecture independent 
packages.
