See the description of libfop-java:

Package: libfop-java
Description: XML to PDF Translator see fop
 The package has been renamed to satisfy Bug#220237,
 it's now known has fop

Package libfop-java does not exists anymore, you should install fop and
not libfop-java.

I tag this bug has 'wontfix' because I do not want to change the name of
the package. Also, creating a package for the lib and another for the
executable is not a solution (see #220237) and will not be accepted by
ftpmasters.
