Bug#281502: tomcat4: don't work with contineo

Hi, 

I wan't use the Document Management System contineo (
http://contineo.sourceforge.net ) with tomcat4 package.

The tomcat welcomae (http://localhost:8180/index.jsp),
administration and  manager pages works fine, the jsp examples works fine too.

I can access at the first contineo setup page:
http://localhost:8180/contineo/setup/index.jsp

but after the first click ->
http://localhost:8180/contineo/SetupWelcome.do

I have 503 HTTP error: (sorry french version)

Note : everything work fine with the original tomcat binaries dowload
from http://jakarta.apache.org/tomcat
with 4.1.31 version/
