Bug#268214: System properties

The system properties directory needs to be writable only to those 
users who are allowed to update it.  In my mind, restricting this to 
root only would be fine.

However, if the directory doesn't exist, some VMs whine to stderr 
everytime they are launched, which is a nuisance.  Thus, the directory 
must be created.
