By adding a free runtime to the depends list of fop ;-)
I just tried running fop on kaffe, and it worked perfectly. It did not 
generate bit-for-bit the same pdf as with a Sun JVM, but looking at the output 
it looks completely OK.

If it can also be built with jikes or kaffe, then it could even move to main 
(Arnaud: hint hint :-)
