To fix this, I went here and grabbed the binary:

http://archive.apache.org/dist/jakarta/struts/struts-legacy/

(note that it's the old old old archive, that's the only place you can
still DL this)

And put struts-legacy.jar here:

/usr/share/struts1.1

And then linked it here:
wraith:/usr/share/tomcat4/server/webapps/admin/WEB-INF/lib# ln -s
../../../../../../struts1.1/struts-legacy.jar struts-legacy.jar

Now it works.
