When this bug was tagged upstream in 2002, was a bug filed upstream as well? There seem to be no work on TarOutputStream, but http://issues.apache.org/bugzilla/show_bug.cgi?id=35544 describes and fixes a similar problem, which is not yet released.

There are a number of Stream-classes in Ant, and double-close() should probably be tested for all of them, and a bug report filed for each of them not working.
