Bug#293181: java-package: should have tighter dependencies

Package: java-package
Version: 0.19
Severity: minor
make-jpkg complains that it cannot find gcc. As the package is
intended to run on an end-user system, it cannot assume
build-essential to be installed. It should depend on all packages it
actually needs.
Greetings
