I remember tracking this down when trying to use Sun's Java 1.3 SDKs.

The (very old) Debian package that is required for Sun Java 1.3 JRE or SDK is:
libstdc++2.9-glibc2.1

Unfortunately, this package was in oldlibs for Woody and seems to have
disappeared entirely for later releases (I've kept it around since my original
Potato installation).

Note that Sun's Java 1.4 JRE and SDK do not require this package anymore.
