Bug#300748: fop: don't update without libbatik-java 1.5.1-1

The new fop package (1:0.20.5-5) will only work with libbatik-java
1.5.1-1 (and more), but not with previous releases of the libbatik-java
package.

Every one can close this bug as soon as libbatik-java 1.5.1-1 will be in
the archive.
