Lior,
    Thanks for your use of Debian.  We get this type of question from
time to time.  Kaffe is a bit different from the non-free JVMs in that
there is not one package for a JRE and one package for a JDK.
Therefore, all of the functionality of a JDK is expected to "just work"
when people use kaffe.
    Rather than repackage its own javadoc and compiler copies of gjdoc
and jikes, kaffe used the existing Debian packages.  This prevents
duplication of effort and code in managing those two facilities upon
which kaffe depends.  So, while it is technically possible to loosen the
dependency on gjdoc, it is neither feasible nor advisable.  The number
of important and grave bugs the kaffe package would recieve would be
significant, since users expect javadoc and the other standard Java(TM)
command facilities to work as expected.
