commons-daemon override disparity

The package is correct. I moved it since jsvc has nothing to do with 
networking. Rather it's a way of launching any Java program that should run 
as a daemon. Not sure what the best choice is, but devel seemed more 
reasonable.

Users will probably rarely install jsvc by itself, but other packages like 
Tomcat will depend on it.
