Bug#216429: velocity: attempted initialization causes "Unable to configure AvalonLogSystem"

I know its a long time since you filed this bug report [1].
tomcat4 is not in the archive anymore, except for oldstable.
This bug is related to the security manager implementions available
at that time, the Java runtime you used and the configuration of
tomcat4 at that time. All of this changed in the meantime. 
It looks like a bug/misconfiguration of tomcat4, but we can't verify
this an anymore. Too much stuf changed.

I close this bug now. If there is a similar issue with current packages
please file a new bug against tomcat.
