Bug#410682: tomcat5.5: Duplicates log messages in catalina.<DATE>.log and catalina_<DATE>.log

It seems catalina_<DATE>.log gets all the tomcat logging that goes to
catalina.<DATE>.log and the logging from my ROOT webapp with
swallowOutput="true", while catalina.<DATE>.log only gets the tomcat
logging.  My webapp uses commons logging as a wrapper for
java.util.logging, but I'm not sure this is a factor.
