That's no reason for downgrading the severity.

It doesn't say that it makes a difference whether it's used, or whether
the source for (probably a different version of it) is available
somewhere else in Debian.

Indeed, and only then can this bug be closed. Note that there are more
sourceless jar files in the libs dir. Among them,
commons-beanutils-core.jar, jdom-b9.jar and velocity-dep-1.4.jar are not
in Debian, so they might even have more severe license problems (there's
a velocity-dep-1.3.1.jar in a documentation package in contrib, though).
Obvioulsy, build.xml might need to be patched to not try to use these
files.
