Licensing plexus-velocity.

Provide patches that make the files look like this:

Or, I'll give you temporary access to fix whatever files you find  
need fixing.

I don't have time change this stuff right now, but I'll eventually  
get there as I will propose to move Plexus to Apache at some point in  
the near future.
