Bug#434728: configuration should be in /etc/tomcat5.5

Seems a better plan than updating and spending ages trying to work out
why your tomcat no longer works. It might be worth checking that the
file doesn't already exist in /etc/tomcat5.5 before moving the file and
throw up a debconf warning saying we couldn't migrate everything.
