installation of solr servlet in tomcat5.5 needs jars from /usr/share/java in classpath

Hi all,
I've started work packaging Solr (an enterprise search server based on
Lucene). I'm trying to get the package install itself as a Tomcat 5.5
webapp. I've used jspwiki as something of an example:
- most files are installed into /usr/share/solr
- config files go into /etc/solr, with symlinks to counterparts in
/usr/share/solr, /etc/tomcat5.5/policy.d
- /usr/share/tomcat5.5/conf/Catalina/localhost/solr.xml is a symlink to
a conffile, which contains:

When I restart Tomcat, I get an error message in the tomcat log file:
java.lang.NoClassDefFoundError: org/apache/lucene/search/Searcher
This class is located in /usr/share/java/lucene-core.jar. During
compilation, this file is in the classpath. In the 'normal' solr
installation, this jar file would be included in WEB-INF/lib. What is
the proper way to refer to this jar file? A symlink doesn't seem to
work. Putting the proper path in META-INF/MANIFEST.MF also doesn't.
Where else can I have Tomcat look for its classes?
