I guess that depends on your point of view :) I ran into this problem
with my jspwiki package, and IIRC the idea is to fix the archive to
handle this at some point, but it won't be a priority fix. I guess it
would be easiest to update the developer reference to mention this and
give the bypass information (make a new upload with the source tar.gz
renumbered with a Debian-specific version number extension).
