Bug#451802: checkstyle: Include sun_checks.xml

The SourceForge distribution includes the sun_checks.xml file that's a
sane starting point for using checkstyle.  I was surprised it wasn't
included by the Debian package.

Might be nice to include this file in the /usr/share/docs/checkstyle
directory (or where else the Debian Policy or FHS suggests it should
go).
