Bug#459934: tomcat5.5-admin: do not reenable on upgrade

This is basically the same as 399184 but for the -admin package :-)

We remove the admin servlet (it is deprecated IIRC - I _think_ I
remember seeing due to security concerns) and just use the manager
servlet.

On upgrading admin was put back (since it's just a file) and this
unfortunately broke our site slightly as we actually use /admin in our
main application.
