Bug#412690: It's a jsvc problem

I can confirm this, this bug bites me since I upgraded yesterday, I did
not upgrade my (customised) kernel, so that's not the problem,
CAPABILITIES are enabled in the kernel.

A dpkg-buildpackage on jsvc and reinstalling the (just built)
commons-daemon and jsvc packages, with /usr/include/linux pointing to
my kernel/include/linux dir, fixed the problem.
