Calling Tomcat 5.5 "status" initscript action always returns 0.

It should return following the LSB rules [1], in particular it should
return "3" if Tomcat is not running (or "1" if Tomcat is not running and
the PID file exists).

See attached patch, which adds the relevant exit codes.
