Bug#560784: wagon-webdav missing

Hello,
in /usr/share/doc/libwagon-java/README.Debian I read that wagon-webdav was not 
packaged because, among other things, it depends on some non-free bits 
(JackRabbit > JCR).

Is JCR distributable in non-free? You could make a separate libwagon-webdav-
java package in contrib :-)

I'd need it for "geowebcache", a package I'm preparing (but not ITPed yet).
