Bug#561420: maven-repo-helper: plugin version in maven.rules even if plugin version not specified

Severity: wishlist

At this time, thanks to maven.rules, it is possible to replace dependency 
version with "debian" even if dependency version is not specified.
Regarding plugin, due to Maven architecture, replacing plugin version with
"debian" is not possible but replacing it with a custom version yes.
Could you add the possibility to specify plugin version in maven.rules 
_even if_ is not specified?
