debian/copyright for Apache Commons packages

Hi,

Here is the patch to update the copyright files for the Apache Commons
packages:

- the full license text has been replaced by the reference to
/usr/share/common-licenses/

- Apache License 1.1 has been changed to 2.0 (except for Commons EL)

- the upstream authors/contributors have been updated

- the year range on the copyright notices have been also updated
