Bug#519802: tomcat6: should be able to bind to lower ports (0-1023)

Unlike many other server daemons, Tomcat cannot bind to TCP ports 0-1023. Thus, people have to work around by remapping a high port with iptables or 
proxying Tomcat through Apache or lighttpd.

It would be very useful if Tomcat could directly bind to a low port.
