Packaging of antlr3's C runtime

Hi,

I'm using antlr3 in a C project, and I notice that the C runtime isn't
packaged yet; it's been RFP'd, though (#494263).

Do you have any plans regarding the C runtime? If not, I'm willing to
package it.
