The libcommons-fileupload-java package does not include any of the
documentation for the library which is included in the original tarball
(commons-fileupload-1.2.1-bin.tar.gz).

While the documentation included in the tarball is a little odd (it's
basically a mirror of the Apache project sub-site), I think it would still
be worthwhile including this information in /usr/share/doc/, at least as
part of a new optional "libcommons-fileupload-java-doc" package.
