Bug#607682: tomcat6-user: tomcat6-instance-create manpage is in wrong section

tomcat6-user contains a manual page for tomcat6-instance-create in
section 2.  Section 2 is for system calls, and I am very certain that no
such system call exists.  Another section might be more appropriate.
