Bug#563710: libsurefire-java: package dependencies should be suggestions

Dependencies on junit, junit4, libjmock-java and testng should be downgraded to suggestions as any one of those libraries are required for the proper execution of this package, and the choice depends on the environment (which test framework is used in the project)
