The upstream-author of simple-xml project finally managed to included a 
LICENSE.txt in the source-package.
By doing this the project also moved from LGPL to Apache License.

So now all reasons for not including this into Debian should be gone :)

Sylvestre, can you please review and sponsor it again? Hopefully now the last 
time for the initial version.
