Bug#590910: japitools: Dependency amendment to support use in headless server environments

Hi

I will be working on this over the next couple of days - happy to prepare a patch for Debian minus the maintainer changes

As part of delivering this fix to Ubuntu there are also a number of lintian warnings that I am looking to address - it would be great if these could be integrated back into Debian as well so that Ubuntu can revert back to the Debian managed package without regressing in this area
