Heads up for eclipse maintainers: sat4j update

Hi eclipse maintainers,

Upstream of sat4j has just released a new stable version (2.3.1) and as
maintainer of sat4j I'm considering an update. Before doing so, however, I'd
like to get some feedback whether this would interfere with your release plans
for eclipse.
