I would suggest that you do an initial bootstrap build of jenkins
which removes the build-depends on jenkins-instance-identity and adds
appropriate rules to d/maven.ignoreRules.  This feature was introduced
in 1.424.x series BUT it will work just fine without albeit this
feature is missing.

I appreciate the this is less that ideal but the jenkins source
package builds the tooling require to build jenkins modules and plugins.
