Yes, the dependency resolution mechanism Ludovic describes is what's
expected, but I'm able to reproduce this behavior in a clean chroot. It
looks like there are some mismatches between what the JRE's provide and
what tomcat7 (and tomcat6) are looking for.
Thank you for the bug report - we'll get it resolved with the next upload.
