Hi,
There is a chance this is due to a regression in javahelper/0.38 and
0.39 (#656872). The bug caused FTBFS source in the uploaded version,
but I suspect geogebra was built with a git checkout. In this case, it
is very likely that jh_build may have silently discarded the contents of
the manifest (notably the classpath).
If so, a rebuild against javahelper/0.40 should solve this issue.
