You should get in touch with current Eclipse maintainers. You will
find their contact information at
http://packages.qa.debian.org/e/eclipse.html.

Additionally, you should get familiar with the packaging. You can find
the sources at git://git.debian.org/git/pkg-java/eclipse.git.
