This bug makes solr-jetty effectivly unusable, as jetty is not able to
find the solr webapp. Therefore i upgraded this bug to serious after
consulting the release team.

PS: Beside this bug, the setup was straight forward on the debian.org
box i just setup with solr-jetty.
