Bug#714967: eclipse: watch file only works detects up to version 3.8.2

Dear Maintainer,

debian/watch file in eclipse is out of date and does not find any versions
newer than 3.8.2 even though 4.3 is released.

Attached patch makes it also find versions 4.x
