Bug#746017: maven: Manpage should be in /usr/share/man

The manpages for mvn and mvnDebug are installed under
/usr/share/maven/man while the Debian Policy Standard asks you to put
them under /usr/share/man.  If this wasn't intentional I imagine
they won't be in the manpaths of just about everyone.

FWIW the same problem exists in the maven2 package.
