Bug#759643: jetty8: Please replace dependencies on tomcat7 with tomcat8

I don't think it's possible to combine jetty8 with libtomcat8-java.
Tomcat 8 uses the Servlet API 3.1 and JSP 2.3, but Jetty 8 uses the
Servlet API 3.0 and JSP 2.2. I haven't tried but it's likely to break at
runtime if the JSP compiler relies on Servlet 3.1 features.

We should instead package jetty9 and remove jetty8, but it's too late
for Jessie.
