Dear Maintainer,

The package fails to build frequently on various builders. It makes bad
assumptions about ports, and about the performance of the machine it's
running on. It also shows no real details in the log:

    [junit] Running org.apache.commons.net.tftp.TFTPTest
[junit] Tests run: 6, Failures: 0, Errors: 0, Skipped: 0, Time elapsed: 10.114 sec
    [junit] Running org.apache.commons.net.time.TimeTCPClientTest
[junit] Tests run: 2, Failures: 0, Errors: 1, Skipped: 0, Time elapsed: 1.031 sec

BUILD FAILED
/libcommons-net2-java-2.2/debian/maven-build.xml:323: Test org.apache.commons.net.time.TimeTCPClientTest failed

Total time: 59 seconds

The tests in this "time" package don't look great, and don't look like
they can be made reliable. Perhaps disabling them is the best plan?

(The Reproducible Builds jenkins has found other problems, but they're
probably timezone related; will investigate separately.)
