doxia builds would fail on Ubuntu because the buildds don't have
network access and we only do source builds; because of this it
wouldn't be able to find the required dependencies for build.

So, the changes did a few things:

- - tell maven to work offline
- - Add libjaxen-java and libmave-install-plugin-java
- - import built jars back into the maven repo
- - add doxia-logging-api which appeared to be needed for building
documentation.

However, I just sent two builds of doxia to the Ubuntu builders
(effectively, having them build 1.1.4-3 as-is), and things are working
fine. Feel free to close the bug without applying any of the proposed
changes :)
