Just in case no solution is found, here is a work-around:

  export FOP_HYPHENATION_PATH=/tmp/fop-1.1.dfsg2/offo-hyphenation-binary/fop-hyph.jar
  fop ./examples/fo/basic/hyphen.fo /tmp/out.pdf
Font "Symbol,normal,700" not found. Substituting with "Symbol,normal,400".
Font "ZapfDingbats,normal,700" not found. Substituting with
"ZapfDingbats,normal,400".
Couldn't find hyphenation pattern for lang="no".
