This package contains  the file

bindings/java/src/org/hyperic/sigar/util/PrintfFormat.java with the
license attached.

The addition to the license:

   You acknowledge that Software is not designed, licensed or intended
   for use in the design, construction, operation or maintenance of any
   nuclear facility ("High Risk Activities").

seems to make it free-open source  (restricts the licensing to one
domain --nuclear facilities).
